It will fail in spectacular fashion. 

It's a great idea and long overdue. It's that last part though is why it will fail. It's too late. This department should have been installed decades ago. The damage is irreversible now. Musk can eliminate some waste, which he already has. However, the waste he has eliminated may appear like it's a lot, but in reality, it only accounts for a very miniscule percentage of our spending. The USAID is only 1.6%. All those federal aids he is pushing out wont amount to much either. 

The real waste is being used on elites in the global web of corruption around the world. Musk can't do a thing about that. He is used to being able to fire his own employees. He has no power to fire global elites. He can't fire congressmen and congresswomen who are deeply connected to these web spinners. He can expose them, but he can't get rid of them. Musk has an arrogance about him in that he believes he has more power than these globalists. His narcissism has caused his ego to far exceed the reality. 

It's too late. 

So just give up and try not to do anything?
