We were just finishing two wars at the time.  There was an election coming up in 2016.  Starting a third was a show killer.

It turned out Mrs. Lincoln did not like Hillary's fetus pizza.

There are reasons... But you are 100% right there is no excuse.  I had no idea McCain was on board with conceding Crimea. It was a low key story so as not to disturb the 2016 outcome.  Obama said going into the job he would make mistakes.  To be fair so did Elon. Difference is Elon does it with malice to see if he will get caught.
