There is a lot of opportunity to build motor control panels where I am at. The existing sources are overloaded and have trouble with delivery. I do think about the possibility that I could start an enterprise to compete in the market. Or at least have success in the local electrical contractors Electrical Program Management position, All I need is a small bay with chain hoist and a good cabinet manufacturer. That and competitive creative import of electrical components. Benshaw has an edge, they did not farm out there electrical component manufacturing... There looks to be performance standards in place complete with a tiered rating system.
I don't know if there is a certification process [that would mean destructive testing ]...otherwise it would be anything goes as far as the manufacturer's safety claims are concerned.
