It's all about the parents. Parents are the problem with stupid kids. 100% Parents not supporting their kids education is the whole problem.

But I did see on the News roughly "Half" the Population Detroit considered "Functionally Illiterate" roughly and IQ Level below 75 points and thats clinically considered Mentally "Retarded" too
