WHY?  Because due to the Budgetary process:

1)  The CBO assumes a yearly 1.5% GDP growth (which with Trumps relocation of $7T of private $$$ into America is likely to be more like 3.5%/yr. growth) !

2)  The Budget does not include Tariff income (Likely to be $1T+/yr.) ! and

3)  Does NOT include all the ancillary benefits/savings associated with DOGE, controlling the border, and Federal workforce reductions !

SO, a spending increase of $3T over 10 years ( $350B/yr.), minus something close to $4.5 Trillion income/savings per YEAR... is a NET ESTIMATED Savings of over $4 Trillion/yr. !!

NO WONDER Democrats always SCREW UP the Budget...
