The video got it wrong, or intentionally left out information.  The MOAP uses a combination of speed for penetration together with a succession of smaller charges to allow it to "dig" its way down into the earth/rock before igniting the powerful ordnance.

I believe the MOAP is the penetr bombs that were used.  The MOAB is just a big-*** bomb that explodes above ground. Hey, I could have the terminology wrong?

Yes...you are right. I got it wrong. The MOAB does explode above ground.
