Then the publicmust pay a profit on the entireinvestment. So, the public pays BOTH the tariff AND a profit on the tariff.

Yes, I know how tariffs work.. The radio station announced  it as the Phillipines would pay the 90%

I must have heard 90% and it is 19%.
