Except in the case of Palin's Bridge to Nowhere, civilian infrastructure is not built on a whim. It is built because of dire need. The Hoover damn cost 49 million - equal to 1.08 billion. It generates 63 million in revenues - just under a 6% return, not counting the value of flood control, water storage, irrigation, tourism, and recreation. And that return is huge on civilian infrastructure, which lasts for generation and serves a critical need. 

Thousands of projects including schools, hospitals, dams, sewage systems, parks, reforestation projects, research - all of these things paid for themselves each generation since they were built. The projects and economic game rules of the new deal, created the middle class. And the middle class just kept growing and growing and until Reagan tossed out FDR's economic game rules and put us on trickle-down. Since then, the middle class has shrunk each decade instead of expanding each decade.
