Maybe we have this all wrong. Our prisons are overloaded with repeated offenders from the same crowd. They act like animals. Prisons cost money...a lot of money. If they act like animals, then why not treat them as such? Instead of building more prisons, let's build more zoos. They could make a great tourist attraction that would bring in revenue for each city. If done correctly, the occupants can be put in a simulated environment that they usually live in and then watch them be themselves. Instead of wreaking havoc and fear in the city, they would provide entertainment. They could even be studied by researchers.
