It's a tax paid by importers on the goods they bring in. Business would pay it ONLY if the importer raises wholesale prices or adds an "Import duty" to good sold. 

Taxes make it harder on business from State and Federal governments. Regulation costs perhaps as much to comply with them. Not to mention that all of that means they are forced to seek production overseas in order to turn any reasonable profit. 

Bottom line still is that Dhimocraps DON'T GIVE a **** about b8sinesses. They see them as a gravy train to fund their little BS ideas.
