The Lower level courts are STILL trying to break loose USAid spending... MUCH of which is UNDOUBTEDLY was earmarked for Democrat election funds, thru some complicated KICKBACK scheme... WHY ELSE would they be trying to RE-OPEN an issue that the SCOTUS has ALREDY RULED on... The SCOTUS RULED that "the Chief Executive HAS THE POWER to STOP WASTEFUL Executive branch spending, and FIRE Executive branch employees"...

AS IT WAS envisioned by the Founding Fathers...
