Seems like the country is a two-fer.
Oil rich and authority poor.

Oil's stuck in the ground without decent infrastructure to get out and refine it.
Countries that need finished product can't get it from Venezuela.
Unless it's drugs... That they can get.

So, Venezuela and its oil is just asking for an overlord while providing its own wonderful reason to be "saved".
