Including people doesn't equate to belonging. 

Inclusion => people are allowed in regardless of their ethnicity, religion, or racial background. 
Belonging = > People that are qualified because they displayed a required level of proficiency. 

Not everyone included belongs. 


A perfect example is being "included" into Brown university , so they can get a degree in 19th century Russian studies. That hardly means they belong in an Ivy league school.
