IIRC this is one of their pillars of “absolution,” whereby if they inform the [ admittedly retarded, propagandized, and insouciant ] public in advance of “their” plans, they do not need to bear the curse of guilty sin.

Lincoln Tyler was the fall guy and a sleazy conman named Gilbert Powell (a character referencing Donald Trump with the un-subtle allusions to Atlantic City) 
aided the conspirators

3) A “palantir” (in the LoTR trilogy) is a crystal ball that granted the user a smidgen of clairvoyance but near perfect vision of what happened in the past.

No doubt this is the NSA version 2 on steroids (the noose tightens at the final step - their AI surveillance system is not yet finished).
