While some events remained peaceful, others involved clashes with law enforcement, property damage, and arrests.
Key protests and incidents (March–September 2025)
May Day protests (May 1, 2025)
Thousands of people participated in multiple protests and marches across downtown Portland.
The demonstrations were primarily in opposition to the Trump administration's federal policies on immigration and other issues.
The events focused on raising awareness about labor and immigrants' rights.
"No Kings" protest and ICE facility clashes (June 14–16, 2025)
On June 14, a massive "No Kings" rally was held downtown to protest President Trump's policies.
Around the same time, demonstrations were held outside the U.S. Immigration and Customs Enforcement (ICE) facility in South Portland.
The mayor's office estimated that 50,000 Portlanders participated in the larger downtown protest.
Clashes occurred near the ICE facility, with protestors using fireworks and damaging the building.
The Portland Police Bureau (PPB) declared a riot and made several arrests. The Department of Homeland Security later reported that ICE officers had been doxxed.
July 4th protests (July 5, 2025)
Protests against the president's immigration policies continued into early July.
Demonstrators again gathered outside the Portland ICE facility.
Tensions flared between protestors and federal officers.
"Rage against the Regime" protest (August 2, 2025)
A march was held downtown as part of a nationwide protest against the Trump administration.
The event began at Tom McCall Waterfront Park and remained largely peaceful.
City officials and businesses noted that recent protests had brought people back downtown, which some saw as a benefit to the local economy.
Labor Day protest (September 1–4, 2025)
A Labor Day protest downtown later moved to the ICE building.
Protesters reportedly set up a makeshift guillotine outside the building, prompting federal officers to respond with tear gas and pepper balls.
President Trump commented on the incident, calling the protestors "professional agitators and anarchists" and threatening federal intervention.
Response to threats of federal intervention
Following Trump's threats of intervention in September, both Oregon Governor Tina Kotek and Portland Mayor Keith Wilson pushed back strongly, stating that federal intervention was unnecessary and unwarranted.
They argued that local law enforcement could handle the situation and that Trump was attempting to use military force for political gain.

When was the last fire in Portland caused by civil unrest?
The most recent fires caused by civil unrest in Portland occurred on the night of June 12, 2025, during a protest outside the U.S. Immigration and Customs Enforcement (ICE) facility. Police reported that protesters set several small fires and that 10 people were arrested for various crimes, including arson.
Other recent incidents of fires during unrest
May 2024: A group took credit for setting 15 police vehicles on fire in a targeted arson attack on May Day.
January 2021: A riot was declared after protesters smashed windows and attempted to start fires downtown.
March 2021: Agitators set fire to the Mark O. Hatfield United States Courthouse shortly after protective fencing was removed.
August 2020: Fires were set at the Portland Police Association building and a Portland Police Bureau station during protests.
Definitely sounds like cause for America to Invade America to me.
