Under the Presidential Records Act of 1978, all presidential records belong to the U.S. government and must be turned over to the National Archives and Records Administration (NARA) at the end of a president's term. Trump's actions led to a federal indictment on charges that he illegally retained national defense information and obstructed government efforts to retrieve them

The Presidential Records Act (PRA) is a 1978 U.S. law that designates presidential records as the property of the government, not the president, and mandates their preservation for public access after a presidential term. Enacted to change the ownership of presidential documents from private to public, it requires the National Archives and Records Administration (NARA) to manage and maintain these records. The PRA also outlines how records are accessed, allowing for restrictions on certain documents and making records available to the public through Freedom of Information Act (FOIA) requests.
