Tariffs may be effective in the beginning, but in the long term the American taxpayers are the ones that get hit. Consumers pay higher prices -> leads to reduced economic growth and lowers wages --> leads to Export retaliation. It's the oldest pattern in the book when it comes to tariffs. Short term gain. Long term loss. 

History is usually shunned. This is what happens because of the ignorance to it.
