The real reason: It's not about metals. Only Musk wants those. Taking their metals would do nothing. We would still need China's refineries. This was Russia's response to the NATO expansion in 2014 and Crimea. Since then, like almost immediately after, Russia began to reopen 50 Arctic bases in the region.
