Well here is something that is NOT speculation.

According to a Politico report, Trump’s transition website seems to have lifted some passages from the nonpartisan nonprofit the Center for Presidential Transition.
The group is a project under the Partnership for Public Service, which was founded in 2001 to inspire and reward those who worked in the federal government.

That's how they operate.
His wife steals Michelle Obama's speech, his daughter rips off her shoe designs from an Italian designer and his website plagiarizes a non-profit.
A bunch of grifters and frauds is what they are.
