They can still continue to lobby even after they unregister by calling themselves something like a 'special policy adviser.'
It's a trick they use to get around bans on lobbyists such as the one put into effect by Trump's transition.
They're still lobbyists, they just don't call themselves that.
If they wanted to use that "trick" they could simply have all done it before Trump was elected.
