From the PeeOTUS' speech:
"....rusted out factories scattered like tombstones across the landscape of our nation..."
I guess he means like the rusted out factory and toxic waste dump in South Carolina that he bought from his son in order to bail him out.
He made money by foreclosing on it, and is now trying to stick the citizens of that state with the bill to clean up their mess.

The PeeOTUS is trying to stick it to the people of SC, claiming that he does not have to foot the bill to clean up the mess left by the former owner of the property, namely his son Donald Jr.
