Obama traveled to many different countries as a candidate and dealt with government officials.

This was not just ANY old foreign government.
It was the foreign government that was found to have interfered in our election and had sanctions slapped on it for that.
The Trump administration was the beneficiary of that interference.
Flynn discussing those sanctions with the Russians smacks of a prid quo pro.
