I am curious as to what they define as coverage? Coverage as we knew it BEFORE the ACA? Or the current level of coverage all policies must have such as a 50 plus married couple who can no longer have children being forced to carry Birth Control coverage as well all maternity and pediatric coverage? Are they counting 21-26 year olds that will have to go out and get their own coverage? Are they counting those that will chose to go back to catastrophic plans? Also, like the CBO report are they counting those who voluntarily choose not to be covered?
A lot of factors are unknown at this point.
