I know I said that the head of the CBO was appointed by Republicans.
That's how it works.

The Speaker of the House of Representatives and the President pro tempore of the Senate jointly appoint the CBO Director, after considering recommendations from the two budget committees.

Tom Price was the chairman of the House Budget Committee when Keith Hall was appointed.

Tom Price was instrumental in the appointing Keith Hall to head the CBO because Republicans felt that the former CBO director Doug Elmendorf, caved and gave the Democrats what they wanted when he scored the ACA.
So has Keith Hall become less qualified since 2015?
