I guess I should have put the words 'incompetent' and 'partisan' into quotation marks.

He's the one who called the CBO partisan and incompetent.
I just reminded him who appointed the director of that 'partisan' and 'incompetent' body.

I should not have said that the CBO was run by a Republican, since I don't know what Keith Hall's party affiliation is.

I suspect he might be a Republican, but I don't know for sure, so I was wrong to say that.
