It wasn't.
It was about Trump officials talking to foreigners whose communications were being monitored.
It's not a crime to listen in on the conversations of foreigners.

Obama did NOT illegally tap his phones in Trump Tower before election day.
Both the House and the Senate Intel Committees, the FBI and the DOJ have said so.
