The felonies are the leaks, psycho, the unmasking of names. However even if the surveillance was nominally legal, it's a massive scandal as well as a criminal conspiracy if it was done to surveil Trump during the campaign and his transition.

Nunes did not say that any of the unmasked names he saw in those reports were leaked to the press.

Anyone with eyes knows names and other info were illegally leaked to the press.
And unmasking is very, very difficult to do and quite rare, unless specific conditions are met. Flynn's name did not meet those conditions.
