From a quick perusal of your source, I didn't see that he'd bought anything, just been given it.

Why is someone given the equivalent of $35 million?

Which in addition to the likely felony he committed, raises the question of illegal influence peddling and bribery. His willingness to commit a crime to cover it up is a strong indication that what he was involved in was illegal.

If he bought it, I would understand the problem is less severe.
