Judging people for "collaborating with" the German state during those years is tantamount to damning them for not swapping spit with Stalin. Much like the cold war era, the fate of "unaligned" nations was a coin toss. Nations in that region had to choose a side, and given that Germans weren't STARVING TO DEATH, siding with Stalin would have been kind of STUPID.
