Yes it is, but that's not why he fired him.
Thanks to his interview with Lester Holt, we know that the first reason the WH put out for the firing him was a bunch of ****.

HOLT: Did you ask for a recommendation?

TRUMP: What I did is I was going to fire Comey. My decision. It was not...

HOLT: You had made the decision before they came into your office (ph).

TRUMP: I -- I was going to fire Comey. I -- there's no good time to do it, by the way.

TRUMP: He had made a recommendation. But regardless of recommendation, I was going to fire Comey knowing there was no good time to do it

And in fact, when I decided to just do it, I said to myself -- I said, you know, this Russia thing with Trump and Russia is a made-up story.

It's an excuse by the Democrats for having lost an election that they should've won.

Every WH surrogate including the VP went out and said that Comey was fired solely on Deputy AG Rosenstein's 'recommendation.'

Every one of them used that 'recommendation' talking point over and over and over.

Then 45 does an interview and says that he had decided to fire Comey long before any 'recommendation' and in the same breath he mentions the 'Russia thing.'

BTW, the 'recommendation' (Rosenstein's memo to Sessions), Sessions letter to 45 and 45's letter to Comey were all written on the same day.

That was the day AFTER 45 met with Sessions and Rosenstein.

And like 45 told Lester Holt, he had already decided to fire Comey.

So the Deputy AG's 'recommendation' memo was just a smokescreen 45 cooked up to cover for the real reason that he wanted Comey gone.

Rosenstein has a good reputation, so I don't know why he went along with this.

Apparently he wasn't too happy about being made the scapegoat, and that's why the story as to why Comey was fired has now changed.

Open your eyes Puss.
This is how it went down.
45 wanted Comey gone.
He summons the AG and the brand new Deputy AG to the WH and orders them to come up with a reason.
And we get a ridiculous memo from Rosenstein that doesn't pass the smell test.

The fact that 45 is now considering several very partisan people to take over what should be a non-partisan job, tells me all I need to know about why 45 wanted Comey gone.
He wants someone who will pledge to be loyal to him in that position.
And Comey refused to make that pledge.
