He's human, in theory. Or not, in theory. I have competing theories about most things. 

If theory one is correct, then he is subject to emotion - not just reason. A reasoning person might foresee the results of the tweet and have a bad motive for making the tweet. An emotional person might be overly exuberant and unreasoningly certain of his funding. 

It's like when a hot chick looks interested, and you convince yourself it means she's going to sleep with you. Perhaps elon convinced himself the funding was a sure thing. I can't judge - I wasn't on the jury.
