Democrats didn't use COVID to do anything. Pubic election officials modified voting rules to protect voters from the scourge of a deadly world-wide pandemic. NOTHING in any modified voting procedures was aimed at voters from any particular party. BOTH parties knew the rule changes and both parties were free to modify their GOTV efforts to take advantage of those rule changes.
