Seems like the underfunded "government monopoly schools" are actually outperforming the grossly overpaid and heavily advertised/lobbied for charter schools http://credo.stanford.edu/reports/MULTIPLE_CHOICE_CREDO.pdf The bell curve on Page 57 shows the median performance scale of Charter schools compared to TPS (Traditional Public Schools) slightly below 0, so the majority of them are doing worse. I'm going to peg it at about 60-65% based on a Z score of slightly less than one, not that I expect Clump to understand basic statistics.
