The only way that would work is if there were mailboxes that had locks on them like they do at some apartment complexes where the mail is delivered to those boxes. But what if the person could not walk to the mailbox because they are disabled?. Or can't drive down toe road because they have no car to pick up their mail?. In those cases the USPS would still have to deliver to the recipient directly. Even if they live in an apartment and have the boxes in the image if the person is disabled the USPS letter carrier must deliver to the persons door and not require them to use the apartment mailboxes that are similar to the one in the image.2.1.3 Customer Maintenance of ReceptaclesCustomers must provide authorized mail receptacles or door slots, except for mail receptacles authorized by the USPS to be owned and maintained by the USPS. The purchase, installation, maintenance, and replacement of mail receptacles used by customers for mail delivery are not the responsibility of the USPS.
