He was not lamenting the fact that he was not a dictator.
He was stating the fact that his powers were limited because he was a president and not a king.

The person who wrote that piece said that Obama 'fantasized' about having authoritarian power.
That was his opinion.

Obama never said it was 'the saddest thing' that he could not tell the DOJ or the FBI what to do.
Or that he was 'saddened' by the fact that he could not order them to investigate his political opponent.

He understood why those separations are necessary.
45 obviously does not.

If Obama had said that he was saddened by the fact that he could not order the DOJ to go after Bush, then you might have a point.
