Yes, there was a pretext in order to cover up this massive abuse of power.

And here's hint. When an American comes into contact with a Russian spy, the spy doesn't identify himself. "Hi, I'm a Russian spy!" :rofl:

So unless the American violates the law, he has done nothing wrong.
