As a matter of fact, our leverage in the elections quite candidly goes up as the voting populace goes down."Notice that Weyrich said, "our leverage in the elections quite candidly goes up as the voting populace goes down."By 'our' he means Republicans/Conservatives, and that is why voter suppression and disenfranchisement are standard operating procedure for the GOP.
