Gerrymandering. Repubs are winning THEIR seats with 60% of the vote. In dem districts, they win with 100% of the vote - which concentrates their votes in fewer districts. Lots of dem votes are squandered in 60% repub districts - that is how gerrymandering works. You draw the districts to deliver the voters.
