There were no federal statutes codified into law until the first Congress in 1789.
BTW, what crimes did Joe Biden and his son commit, and why didn't the Republican controlled Congress investigate them in 2015 or 2016?
It's not like they were shrinking violets when it came to investigating anyone in the Obama administration.
You know why they didn't investigate Biden?
Because there was bipartisan support in Congress to fire the prosecutor in Ukraine.
