to the rapidly changing standards on testing, which is not what the country historically has followed.

He was talking about the ability of people in other countries to be tested as opposed to here in the US.
"The idea of anybody getting it easily the way people in other countries are doing it, we're not set up for that," Fauci told Wasserman Schultz.
"Do I think we should be? Yes. But we're not."
Dr. Fauci acknowledged the fact that America has failed to meet the capacity for coronavirus testing that it needs, while Sniffles is still lying that there is no problem with the testing.

Try two months or more.
He never wanted a lot of people to be tested because he wanted to hide the real number of cases.
