I would bet good money that you didn't watch one second of his testimony.
I just saw him say it live on TV, stepping back to the mic to emphasize it.

He said "the system" worked fine, but the problem was, the system wasn't set up for this kind of threat.

But Trump and officials are reacting very quickly, contrary to your endless lies and smear.s.
He was talking about the ability of people in other countries to be tested as opposed to here in the US.

"The idea of anybody getting it easily the way people in other countries are doing it, we're not set up for that," Fauci told Wasserman Schultz.
"Do I think we should be? Yes. But we're not."

The system before this particular virus was not set up to do mass testing.
