For what - do your citations CONSISTENTLY state - were these weapons designed and developed?

Nope, my sources do not consistently state that.  What they state is the semi auto sport rifles is specifically designed, manufactured and sold to civilians.  

Again, we return to the functionality question you are so afraid to address.  The weapons you fear are already banned OR if manufactured before 1986 SEVERELY restricted.
