Doesn't matter why he bought it. The weapon he had was designed for civilians. You look at it, and you fear it. So you want to ban it.
I'll go back the kit car comparison. In the 70s you could buy a kit to build a car that looked like a Europea sports car. LOOKED LIKE being the key word. You got the body kit and then hung the body on a volkswagen chasis with the VW engine and drive train. IT LOOKED like a sports car but did not FUNCTION like a sports car.
These weapons the same. They look like a military weapon BUT DO NOT FUNCTION like a military weapon.
