Reagan often recited the story of a woman from Chicago’s 'South Side' who was arrested for welfare fraud.
That was the famous 'welfare queen'.

The woman Reagan was talking about was African-American.
Republicans don't say it outloud, they just blow the dog whistle and use coded language.
Then when others call them out on their racism, they call them the racists.
It's a typical right wing tactic to accuse others of what you are yourself.
