No, they instituted a new reporting system. READ THE CITATIONS.
Reliability has increased because more jurisdiction are starting to use the NEW system. But they are not completely reliable.
Read the first sentence. Do you understand what that is telling you?
The FBI transitioned to a new data collection system called NIBRS in 2021. The national reporting rate includes local law enforcement agencies that reported their data through either NIBRS or the FBI's previous data collection system. In 2021, the FBI exclusively accepted crime data through NIBRS.
It wasn't "new"...
We KNOW this because people were reporting in it in 2020...and before.
Nod.

At the heart of the issue is the FBI’s requirement that only NIBRS-compliant agencies could submit crime data beginning in 2021. NIBRS collects much more data in a more sensible manner, but it also requires major changes for law enforcement agencies making the switch. The result was that just 65 percent of the nation’s population was covered by a NIBRS-compliant agency when the 2021 data was released in 2022..
Fortunately, the FBI backtracked in 2022 and allowed non-NIBRS agencies to submit data and coverage improved dramatically to just about 94 percent in 2022 - a level that was comparable to historical reporting norms.
