Besides, Kamaltoe would have no power to distribute that kind of money any more than Biden wasn't allowed to fund the billions he wanted to pay off the loans of deadbeat college students? The power of the purse RESTS SOLELY WITH THE HOUSE OF REPRESENTATIVES!
