The ACTUAL agreement included perpetual neutrality - which is BUILT INTO THEIR CONTSTITUTION.
That agreement is now null and void - torn up by Ukraine itself (through a coup government planted by the US). Attempting to join NATO violated both their Constitution and the treaty upon which your badly formed argument is based. They can make no claim on ANYONE under an agreement that no longer exists. Learn to think legally if you are going to comment on legal matters.
