Not all identity thefts are monitary related. They could be used to work ballot harvasting using names of people registered to vote that haven't voted in 3 previous elections and voter fraud goes undetected.

What was the last elections turnout of registered voters? 64% Get 20% of the 36% that didn't vote and you have the election of 2020 results.
