They like to hand them out when the kid is born, but the parents have to consent to that. There are people who, when they reach the age of majority and are their own legal person, repudiate their SS number. They cannot work for corporations - they have to make their own way. If you would care to do a quick google search, you will find I am correct about the Amish and the Mennonites.
There are also people who believe in not entangling/incorporating with the federal government for the purpose of life by getting a SS number. They protect their children from being entered into a what they view as a contract with the feds. Some consider the SS number the mark of the beast, or a precursor thereto.
