He's an asshole, this friend of mine. He laughed at me when I explained how the meskins paid for the wall.
He said American consumers paid those tariffs, and paid for the wall.

No "agency" pays it, the Mexican importer pays the higher price.
Just like an importer here might pay a tariff from Mexico IF he chooses not to buy a similar "tariff free" product that we either build or grow domestically, or a similar one that an importer may choose to buy from another country that doesn't have a Trump-mandated tariff because they trade fairly with us. And of course, that's also assuming that the Mexican exporter doesn't choose to simply absorb the cost of that new tariff himself so that he can be price competitive with our domestic sources.
And as you saw from my previous post, Mexico paid over $150 billion dollars to the US in those Trump tariffs in 2019 WITHOUT us losing any products in our supply chain that caused any shortage here in the US.
